A short update on the Green Lane Planning Appeal Inquiry.

The Planning Inspector concluded her Appeal hearing just before 7pm on Wednesday 17th December. She came to Glusburn on Thursday morning for a walk round the site at 9.45. Before that she took a walk right down into Cross Hills on her own, including the Co-op car park, past temporary traffic lights and at a fairly busy time. She walked round the whole of the site with about 8-10 of the third party people accompanying her, a representative from Craven District C ouncil, plus Matthew Binns from the Appellants, using her own plan of the site. She went on Sutton Fields as far as Glusburn Bridge to look across, and then Green Lane, the site itself, Ryecroft Road, Black Abbey Lane, Bungalow Road and Institute Street (location of suggested cycle way.) She admitted that she knew the area fairly well as she used to live near Lothersdale, and therefore knew of routes, Cross Hills congestion, and rat-runs etc.

Overall the Appeal itself was very strange and oddly balanced, with a very professional presentiation by the Appellant, through a QC, Mr Manley, instructed by a solicitor, and drawing on five or so expert witnesses who had drafted very extensive reports. The benches opposite them were empty, where Craven District Council should have been. It was left to 9 or so of the third party/residents/objectors to make comments, and cross question the expert witnesses, as well as being cross questioned by Mr Manley themselves.

Throughout, the Inspector Jacqueline North conducted proceedings in an exemplary way, being open, informal, fair and tolerant and willing to accept representations particularly from the non-professionals. Her job was made particularly difficult by the absence of CDC, and information required from them. In the end she was rushed to finish on Weds evening because CDC needed the Council Chamber back.  She says the normal time to wait for a decision is 5-6 weeks. We are looking at mid February probably for her decision.
